I know I can take off the 16:9 crop of the images in the settings but I want to to know is there any way to adjust the amount of the crop on the top or bottom - like move the image up or down ?

Sure, just set the 16:9 crop in Lightroom on the keyframes there you can adjust size, position and rotation of the crop.
