LRTimelapse asks the Operating System for the default folder for temporary files.
On windows this is usually C:\Users\<YOUR USER>\AppData\Local\Temp\
Some users change that to another folder, and that's usually no problem as long as ANY folder is configured.
In some, rare cases however, I had reports from users, where no TEMP directory at all was configured, this is clearly a misconfiguration and needs to be fixed, because LRTimelapse wouldn't start if it doesn't know where to put the temporary files.
Here is a good article, that explains how to reconfigure the temp folder in Windows.
