To finish the thread I have found a possible solution: export the sequence, load it into After Effects and apply there a time blend effect experimenting around with the settings. It works perfectly. Thanks Gunther for the tip.

You can do this in LRT 3.2 now as well, just use the new "LRT Plus Motion Blur" option in the render dialog.
