You are not meant to render video directly via that dialog. There is an explanation on the top of the dialog explaining what to do.
As a last step of the workflow use the new Lightroom Exporter Plugin (should already be installed) in the Library Export. This will render an intermediate sequence and launch the LRTimelapse render dialog.

I tried exporting from lightroom 4 in 4k and still got the error everyone was getting with 4k exports. I tried to export in lightroom 5 but the best quality option I have available is 1080P. Any reason why 4k does not show up in lightroom 5?

Because the old templates are not supported in Lightroom 5 anymore.

I watched your new tutorials. I got it to export a 4k file, but when I play the file the video is just a black screen. I watched the video render and I noticed it went past the 790 jpgs I had. It went past 850. Any ideas on what could be causing this?

I just tried to do a 720P it tried to render 948 frames when I only have 790 in the sequence folder. This video works though. Not sure why 4k export does not work, and why it trys to render 940 frames when there are 790 in the sequence folder.
