The number of keyframes that the keyframes wizard proposes is only a suggestion. You can change that number with the slider in the KF-Wizard. Make sure to have only as many keyframes as you need - you should have keyframes where you want to edit the sequence differently, not on similar looking frames.
Also normally the amount of keyframes wouldn't be a reason to split a sequence. I usually only recommend to split, if you have very large sequences with >10000 images.
