You are using the whole image as reference for deflicker. Since you have a lot of changes in the bottommost part of the image (billboard, cars etc.) LRTimelapse will try to make any image have the same average brightnesss the way you did it, basically introducing flicker to the sky.
In such situations it's very important, that you set a reference area for deflickering. Click and drag a rectangle into the preview, that covers the sky only. The pink curve will get recalculated and show the residual flicker in the sky. Now do one or two refine steps, to get the sky smooth.
Next time set the reference area at the beginning (before deflickering) to save time. Always choose an area that shows only flicker you would like to remove, not any other natural changes in brightness.
I've explained this as well in my deflicker tutorial on https://lrtimelapse.com/tutorial/

Thanks for answer.

You mean light on a building is natural light , and i must focus at sky or flicker light right?

Yes. Just use the sky.
