I wonder if it is possible to export tiffs in HD (1920x1080) instead of full resolution? Full resolution tiffs are huge and time consuming in handling.
I can't use the normal Lightroom export where I can define the size because deflicker information won't be included, right?

No, it's not. Just use the 8bit tiffs, that's what I do all the time. Usually there is no difference in quality.
