While experimenting with a very old sequence shot as JPG back in 2011, I attempted to use the built in import function to convert to DNG without success. The convertor is saving the "converted" files as more JPGs!

Since the files have already been organized and renamed on my local storage, I chose not to do any of those functions, just the DNG conversion.

I found an old forum entry talking about having too many parallel subprocesses going at once causing this issue. I have verified that mine are set to the LRT recommendation of 8 and 4. (visual previews creation and internal export)

The Dng converter cannot convert jpgs. Adobe just refuses to implement that and I cannot do anything about that. Only lightroom is able to do that conversion. Good luck asking Adobe to chamge this, I'm trying since 10 years... Sorry.

6.5.3 (will be in the next beta) will detect if you want to convert JPGs to DNG on import and then display an information message. DNG Conversion will also be automatically skipped for JPGs instead of trying and producing an error.
