i'm very interested by lrtimelapse but i don't have lightroom (i don't want to buy creative cloud...)  is it possible to use lrtimelapse with only photoshop element (camera raw included)

This is not officially supported and I honestly don't know, if it works because I don't know PS Elements very well and have never tried. Please try on your own with the free version of LRTimelapse. Let us know.
