When I click play LRTL 4 plays sequence from the first frame and not from the marker position. IMHO normal behavior should be playing from frame specified.

Both is possible. By default you play from the beginning. If you select a part, it will only play that part and even loop though. You can select by Shift+Dragging the images slider.

Any chance to add an option to play from current marker as default?

I didn't do this by purpose. But you might file a feature request in the feature request forum, I could imagine adding an option for example to Shift-Click Play to do this.
