Re-rendering existing sequences

Maybe I am going crazy....

I have a set of time lapses I'd like to re-render to half the frame rate, I am currently trying

File->render video->selecting LRT_ sequence from Lightroom output

There doesn't seem to be any way to start the render. The render video dialogue cuts off at show in explorer / delete intermediary sequence check boxes and it feels like the button I need is below this.

I've tried various resolution settings, any ideas would be greatly appreciated.

The resolution of your screen obviously is lower than the minimum requirements for LRTimelapse, that's why the dialog is not being shown completely. You could try to auto-hide the Windows taskbar, this will give you some additional space. Maybe you can as well drag the dialog a bit to the top and then resize it at the bottom.
