For long term storage, can I delete the .lrt folder and keep only the raw and xmp files?  Will everything regenerate once I open up the dng and xmp sequence back in LRT?

Yes it will, but you will discard all the previews too that might take a rather long time to regenerate. I'd suggest keeping the .lrt folder in the backup too, it's not really big.
