In you screenshot there is only one 3 star keyframe, and no change in Exif Data.
In order for the Holy Grail Wizard to work and make the proper compensations, you there need to be changes in Exif-Data (Exposure, ISO, Aperture) and the keyframe wizard will then create a 2* keyframe followed by a 3* keyframe, where the compensation will take place.

In your case there will be no adjustment at all.

Thanks for the reply. What I missed out (did not see that in the instructional thread you linked) was clicking on the Holy Grail Wizard button. Redid everything and click the HGW button and HG Lum Levelling and all is good in LR CC now.
