In Lightroom Library, when you select a picture and then CTRL-select (or SHIFT-select) other pictures, the first one is the most selected and the other ones, the least selected. The most selected appear in a brighter frame than the others.
You can also when your selection is done, click on one of the pictures from your selection to make it the most selected.
The most selected is also the one which is previewed and the one you can work on in the develop module.
