LRT 2.3.1 Not Opening?

I've just downloaded and installed the latest version of LRT 2.3.1 on Windows 8 64 bit and I get an error message:

Error: Could not create Java Virtual Machine. A fatal error has occurred. Program will exit.

And it closes immediately.

Help?
