Item 19 says "Click on Apply"

Where is "Apply" located? I don't see it. Is it the checkmark under the Visual Deflicker?

That refers to the visual deflicker panel. In the instructions there is a screenshot where you can see the "Apply" Button for Visual Deflicker: https://lrtimelapse.com/workflow/visual-workflow/

I see the exposure transitions in LRtimelapse. I don't see them in Lightroom. I get a message that says -"The metadata for these one or more of these photos has been changed by both Lightroom and another application. Should Lightroom import settings from disk or overwrite disk settings with those from the catalog? " What do I do?

After having saved the transitions in LRTimelapse, go to Lightroom, Grid View (G) select whole sequence (Filter for Full sequence, select all images) then do Metadata/read Metadata from files.
It's all explained in the instructions.
