I have a same problem.
I just install new clean Windows 10, new LRT and new java.
My java folder in C:\Program Files (x86)\Java\jre1.8.0_101\bin
I make changes in .cmd file, but program not start.

Most likely you didn't install the right 64bit java.
Uninstall all java instances via control panel, restart the computer. Install the "Offline 64bit" java from the link provided here: http://lrtimelapse.com/install
